Independent Care Review - 'Listening to You' World Cafe

The Independent Care Review will identify and deliver lasting change in the care system and leave a legacy that transforms the wellbeing of children and young people experiencing the system. This is a review like no other, because it will be gathering information and evidence, making recommendations for change, and implementing improvements throughout the whole Review.

Achieving lasting change for Scotland’s children and young people in care is a complex and challenging task that cannot be achieved without taking account of a whole host of people’s and organisations’ views.

The wisdom of people is at the very heart of the Review and we - the Chair and Discovery Team - want to know about people’s lived experience. We are actively listening to the voices of care experienced children and young people, their families and their carers. We must also listen to the knowledge, experience and evidence held by those working with and for care experienced children and families.

The Review has a number of stages until its completion in April 2019. In this stage, ‘Discovery’, we want to engage widely across Scotland to help define the vision then scope of the Care Review. Our actions and recommendations in the next stage (‘the Journey’) will be guided by what we learn in this stage.

Listening to everyone

During the Discovery stage, we hope for wide engagement. At these events, we want to engage particularly with professionals, including corporate parents and potentially beyond; those directly providing and managing care services, and across all sectors - such as housing, social services, health, education, Children's Hearings Scotland, Scottish Children's Reporters, justice, research and policy.

We will define the scope and vision of the Review using responses to these two broad questions:

1. What does a world class care system in Scotland look like?
2. What do we mean by a Root and Branch Review of Care?

Before the event, please consider your answers to these two questions. The following paragraphs outline the rationale for the Review questions as well as possible areas of contribution so may be useful for you to consider in advance of attending.

To achieve lasting improvement to care experienced children and young people’s outcomes, we need first to define what this looks like. The Review will recognise and build on good practice already happening, ‘what works’ and what issues need to be better understood. We also wish to consider what the guiding principles to the vision might be and what evidence and experience tell us is necessary to achieve it. These are just examples – if you want to share other points we will be pleased to hear them on the day.

Also, to achieve its vision, the Review will identify what needs to happen (and where) to be successful. Your views might relate to stages in (or all of) the care journey, or to (parts of, or all of) the system itself. Your answer might be specific or broad. We are interested to hear anything that you think needs to be considered.
